This isn’t the first example of complex systems prone to unintended consequences. Virtually every policy realm could be described in these terms. What is the “deep enough technical grasp” required to approach regulation?

Solutions here can’t be designed, they’re discovered through carefully measured small experiments. Statements like “any AI processes and products,” “multipronged,” and “purposely expansive” don’t inspire confidence.
